Fiscal Note
The 2011 Adopted Operating Budget includes $25,000 in Miscellaneous Appropriations for various Improvement Initiatives, including the annual resident satisfaction survey. The 2012 and 2013 budgets will need to include sufficient funding for this contract, which will not exceed $34,105 over the 2011-2013 period.

Body
WHEREAS, to ensure effective allocation of scarce taxpayer resources, the City of Madison seeks input from residents to know their level of satisfaction and sense of importance of the services the City provides; and

WHEREAS, the City has commissioned a resident satisfaction survey for each of the last three years and is increasingly able to compare responses from one year to the next to identify where improvements are needed and where its efforts have paid off and that analyzing such trends into the future will provide valuable perspectives; and

WHEREAS, the University of Wisconsin Survey Center has professionally and reliably conducted these surveys on the City's behalf in 2008, 2009 and 2010; and

WHEREAS, the privacy of respondents is preserved by the University of Wisconsin Survey Center providing responses in a confidential and summarized format; and

WHEREAS, results of annual surveys are typically provided to the Common Council as an attachment to the Mayor's annual operating budget and Madison Measures; and

WHEREAS, per Madison General Ordinances, Sec. 4.26 (4) (a) 4., the City may enter into negotiated contracts without a competitive bidding process for the purchase of services if the services are to be rendered by a university, college or other educational institution; and
