Resolution in support of Assembly Bill 606 (Cable Consumer Repair Bill).
Body
WHEREAS, 2007 Wisconsin Act 42, also known as the Video Competition Bill, was enacted December 21, 2007 and became effective in January of 2008; and
 
WHEREAS, Act 42 has reduced the operational effectiveness of Wisconsin's Public Access channels by eliminating Public, Educational and Government (PEG) fees paid to local municipalities effective January of 2011;
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Madison supports the provisions of Assembly Bill 606, also known as the Cable Consumer Repair Bill, which seek to:
·      Rescind the sunset of PEG fees and allow municipalities to reinstate them up to 1% of the operator's annual gross receipts;
·      Allow municipalities to set a video service provider fee of up to 5% of the operator's annual gross receipts with no deductions for right-of-way permit fees; and
·      Require that PEG channels be viewable by every subscriber without additional service or equipment charges and without material signal degradation.
 
BE IT FURTHER RESOLVED that the City Council urges the Madison Legislative Delegation to support Assembly Bill 606.
