Title: Adopting the final Legally Binding Agreement (LBA) to accommodate Goodwill Industries of South Central Wisconsin at 4829 Anniversary Lane, amending the City’s previously submitted Redevelopment Plan, Homeless Assistance Submission, and Public Comment documents regarding the Truman Olson United States Army Reserve Center (1402 S. The Council authorized funding of $200,000 in Federal HOME funds for this project on October 20, 2009 (RES-09-00866, Legistar #16012). No additional appropriation is required.

WHEREAS, the City of Madison Common Council adopted the recommendations outlined in the Redevelopment Plan, Homeless Assistance Submission (including Legally Binding Agreements (“LBA”)), and Public Comment documents regarding the Truman Olson United States Army Reserve Center (1402 S. Park Street) property on September 2, 2008 and authorized the submission of said documents by the City of Madison Community Development Authority, designated as the Local Redevelopment Authority (“LRA”), to the Federal Government (RES-08-00864, Legistar # 11307); and,

WHEREAS, at the time of the Common Council’s action on September 2, 2008, an alternative accommodation for Goodwill Industries of South Central Wisconsin (“Goodwill”) had not yet been identified; and,

WHEREAS, the Common Council’s action on September 2, 2008 required further authorization by the Council for the accommodation of Goodwill once an alternative accommodation could be identified; and,

WHEREAS, the United States Department of Housing and Urban Development (“HUD”) has indicated that it cannot approve the LBA with Goodwill until a specific and enforceable alternative accommodation can be identified; and,
