Title: SUBSTITUTE - Authorizing the Mayor and the City Clerk to enter into an agreement with Care Wisconsin First, Inc. for the purpose of providing reimbursement to Metro Transit from funding for Medicaid Partnership services for Metro Transit’s provision of accessible transportation within its service area to persons eligible for funding under the Care Wisconsin Program, for an initial one-year contract period during the calendar year 2009 with automatic renewal for additional one-year periods in 2010, 2011, 2012, and 2013.

Care Wisconsin First, Inc. would provide reimbursement to the City to provide Metro transportation services to people eligible for Medicaid funded trips. Only individuals able or eligible for Metro services shall be funded. Revenues of $25,000 for this program are included in the Transit Utility’s 2009 budget.

Body
WHEREAS, Care Wisconsin First, Inc. operates Family Care Partnership, a Medicare Advantage Special Needs Plan/Wisconsin Medicaid Program for the State Department of Health Services; and,

WHEREAS, the City operates fixed route and paratransit service that is accessible to individuals eligible for Medicaid transportation reimbursement; and,

WHEREAS, Care Wisconsin is able to reimburse the City for the cost of transportation services provided to individuals eligible for Medicaid transportation; and,

WHEREAS, reimbursement for transportation services from funding for such Medicaid Partnership services is a new source of revenue for Metro Transit; and,

WHEREAS, this program is an example of a model cooperative funding program to the mutual benefit of both transit and human services;

NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to enter into an agreement with Care Wisconsin First, Inc to receive reimbursement for 100% of per trip costs of each documented paratransit trip and fixed route fare media provided by the Transit Utility to Care Wisconsin First, Inc. authorized riders e...
