Amending Section 33.33(3) of the Madison General Ordinances to modify membership requirements on the Sister City Collaboration Committee.

DRAFTER'S ANALYSIS: This ordinance changes the membership requirements for the Sister City Collaboration Committee so that up to 25% of the membership of the committee may be non-residents of Madison without the need for a 2/3 vote of the Council for confirmation. Once that 25% level is reached, any further non-resident appointments will be subject to the 2/3 vote requirement.
This exception to the usual rule will be extremely helpful to the Sister City Committee not only because of the reach of the program, and that unusual numbers of members may live outside the City, but due to the need in each instance to create a 501(c)(3) non-profit organization to assist the Sister City operation. These organizations reach far beyond the boundaries of the City. In order to accommodate these operations, this ordinance proposes a broader exception to the residency rule.
Activities involving the Sister City program are regional in scope - Taliesin, Epic Systems and farming, for example. Many of our sister cities work is in regional activities when they host guests. Many of our visits oversees involve people who are suburban residents of Madison.

The Common Council of the City of Madison do hereby ordain as follows:
Subsection (3) entitled “Membership of Section 33.33 entitled “Sister City Collaboration Committee” of the Madison General Ordinances is amended to read as follows:
