The proposed resolution authorizes the non-competitive selection contract with Diehl & Neumaier Company to recycle the metals and appliances collected by the Streets Division. The contract would begin January 1, 2026, for a five-year term and offers options for two one-year renewals. The total cost of the contract is not to exceed $400,000. Funding for 2026 ($70,000) is included in the Streets Division 2026 budget within the Recycling service. Expenses are paid through the Resource Recovery Special Charge. Funding for upcoming years will be included in the future agency budget requests. No additional appropriation is required.

Authorizing the City of Madison to Contract with Diehl & Neumaier Company to Recycle the Metals and Appliances Collected by the Streets Division

WHEREAS, the City of Madison Streets Division provides appliance and scrap metal collection to City of Madison residents via large item collection and drop-off site services, and;
WHEREAS, the City of Madison Streets Division collected 853.96 tons of metal items and appliances in 2024, and;
WHEREAS, the contract with the current metals recycler, Kruser Recycling, expires on December 31, 2025, and the proprietor of the business will be retiring and closing the business after a long and successful career in the scrap recycling industry; and;
WHEREAS, Diehl & Neumaier Company is the selected vendor to provide metal and appliance recycling for these materials collected by the Streets Division starting on January 1, 2026, and;
WHEREAS, Diehl & Neumaier Company was chosen as the vendor following an RFP process that received no bids, so the Streets Division sought out a company that could provide the services necessary for the Streets Division to continue providing metals and appliance collection services for the City of Madison;
WHEREAS, Diehl & Neumaier Company has a long history of metal and appliance recycling as their company started over 50 years ago in 1972, and;
