Authorizing the Mayor and City Clerk to execute an agreement with Dane County to allow the City to perform bi-annual bridge inspections of local highway and pedestrian bridges within its jurisdiction.

PREAMBLE
Pursuant to federal law, the Wisconsin Department of Transportation is responsible for all state and local bridges in Wisconsin but has delegated its responsibility over local bridges to Counties. Accordingly, Dane County is responsible for the inspection of all local highway and pedestrian bridges within Dane County, including County and municipal (city, village, town) highways, roadways and streets as per the National Bridge Inspection Standards (NBIS) and the Specifications for the National Bridge Inventory (SNBI). The Wisconsin Structures Inspection Manual (SIM) and NBIS sets forth standards, methods and procedures that enable local highway bridge owners to comply with the NBIS, bi-annual bridge inspections are required. To allow the city to perform bi-annual bridge inspections of local highway bridges on streets within its jurisdiction, WisDOT requires an agreement between Dane County and the City of Madison.
The City has performed its own bridge inspections for over twenty years, therefore there is no fundamental change to the City’s own policies or practices as a result of this agreement.
BE IT RESOLVED,
1) That the Mayor and City Clerk are hereby authorized to execute an agreement with Dane County to allow the City to perform bi-annual bridge inspections of local highway and pedestrian bridges within its jurisdiction.
