SUBSTITUTE: Amending Section 33.56(3) of the Madison General Ordinances to update membership composition.

DRAFTER’S ANALYSIS: This proposed Ordinance modifies the composition of the Transportation Commission. The Transportation Commission has 11 voting members made up of 4 members of the Common Council and 7 members that are Residents of the City of Madison. There are also two alternate members who are Residents of the City of Madison. The current Ordinance establishes requirements that one member must also serve on the Plan Commission, one member must also serve on the Board of Public Works and one member must also serve on the Madison Area Transportation Commission. In addition, one (1) member must be knowledgeable of equity issues and the needs of marginalized communities; one (1) member must be knowledgeable of issues facing people with disabilities; one (1) member whose primary mode of transportation in the City is the bicycle; one (1) member whose primary transportation in the City is walking; one (1) member whose primary mode of transportation in the city is transit.
This means that 8 of 11 members must either concurrently serve on another body, represent a specific mode of transportation or be knowledgeable of certain issues, unless some members fulfill more than one of these categories.
This proposed Ordinance follows the model of the Sustainable Madison Committee in Sec. 33.31 MGO. This proposed Ordinance provides that the Mayor shall strive to appoint members of certain Boards, Committees and Commissions; and that the Mayor shall also strive to appoint members who are knowledgeable of equity issues and the needs of marginal communities, who are knowledgeable of issues facing people with disabilities or who represent a specific mode of transportation.
