Fiscal Note
The proposed resolution will adopt the State Street Mall Capitol Concourse 2024/25 schedule of special charges for maintenance service. These charges are assessed to support the additional level of services provided to this high-traffic area, including operation of water fountains, maintenance of flower planters, and frequent trash and snow removal. The City and property owners share the cost of the State Street Mall/Capitol Concourse Maintenance service 50/50. The cost for Total expenditures for the 2024/25 service period were $1,583,610.21. The City portion for these services is $791,805.11. The remaining $791,805.11 for the 2024/25 service period is chargeable to the property owners. This amount is calculated based on a twelve (12) month billing cycle. The average monthly cost of $65,983.76 for 2024/25 is approximately 7% higher than the 2023/24 average monthly cost of $61,365.56. The slight cost increase in 2024/25 is primarily due to a reduction in staff vacancies and higher expenditure on supplies. Payments are budgeted for in the 2025 Parks Division Adopted Operating Budget.

WHEREAS, the State Street Mall and Capitol Concourse area (the Mall Concourse) serves as the heart of downtown Madison and is a treasured part of the community. In recognition of the importance of this area, and in the interest of supporting continued economic development downtown and maintaining the quality of life in the area and the City itself, the City has a dedicated maintenance team (Mall Maintenance) that is responsible for providing additional services to this heavily used area, including, but not limited to, daily trash collection, snow removal, sidewalk cleaning, landscaping services, and other general maintenance needs; and,
