Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM for work associated with the City of Madison/Wisconsin Department of Transportation reconstruction of John Nolen Drive (E Lakeside St to S Broom St), #11860 (District 4).

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow temporary construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works.
As part of the full reconstruction of John Nolen Drive (E Lakeside St to S Broom St), the City is requesting permission for the selected Contractor to perform the following portions of work outside the hours of 7:00 AM to 7:00 PM for up to sixty (60) nights during the contract timeframe because the work is located in a high traffic volume area and activities associated with certain construction elements would cause considerable traffic disruptions and delays. However, the majority of the work performed at night will be more than 300-ft away from any private property. It is anticipated that there are approximately twelve (12) nights of work located within 300-ft of private property.
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1. Installation of temporary culvert pipes and storm sewer (10 nights)
2. Removal of existing girders on the southbound bridge structures (10 nights)
3. Placing of new girders on the southbound bridge structures (10 nights)
4. Removal of existing girders on the northbound bridge structures (10 nights)
5. Placing of new girders on the northbound bridge structures (10 nights)
6. Paving of upper HMA pavement layer in the southbound lanes (2 nights)
7. Private utility relocation work (8 nights)
