Authorizing the Streets Division to restrict refuse and recycling collection to multi-family buildings with 8 or fewer units.
Fiscal Note
This resolution confirms existing practices by restricting refuse and recycling collection to the current customer base of the Streets Division, with the intention of avoiding added costs in the future. No appropriation is required.
Body
WHEREAS: the Streets Division provides curbside refuse and recycling collection for City of Madison residents using carts and an automated collection system, and
WHEREAS: the Streets Division's refuse and recycling collection is designed to serve single family homes, small businesses, and smaller apartment buildings, and
WHEREAS: the Streets Division does not go onto private property to collect material nor do they provide dumpster service, two things which most large apartment buildings require for refuse and recycling service, and
WHEREAS: the Streets Division's customer base currently consists of single-family homes, condominiums, small businesses, and apartment buildings with eight or fewer units, and
WHEREAS: the expansion of refuse and recycling collection to larger buildings would require more resources than the Division currently has to purchase carts, and
WHEREAS: larger apartment buildings are not suited for the Streets Division's collection system because they lack adequate space to store carts and they do not have sufficient space at the curb for carts on collection day, especially in winter months, and
WHEREAS: most communities in Wisconsin restrict municipal collection of refuse and recycling to buildings with four or fewer units, and
NOW THEREFORE BE IT RESOLVED that the Streets Division is to restrict collection of refuse and recycling to buildings that have eight dwelling units or less.
