Revenues and expenditures of $5,620 will be added to the 2006 Fire Department Operating Budget. There is no anticipated impact on the Expenditure Restraint Program or the tax levy.

Approving the City of Madison Fire Department to register its instruction training program with the Madison Area Technical College and amending the 2006 Fire Department Operating Budget by $5,620.
Body
The Fire Department has its own training program for employees which does not receive certification from the State of Wisconsin. In the State of Wisconsin, the Wisconsin Technical College System has the authority to grant certification for fire service training.
The Department requests approval to register our employee training with Madison Area Technical College (MATC). The Fire Department would continue providing instruction and be reimbursed for instruction and any other allowable expenses. The City would pay MATC for fixed costs that would be covered from reimbursement for expenses received from MATC.
This arrangement would allow Department employees to be certified and receive college credit. The Department would be able to request validation of its training program and provide certified proof of training. This proof of certification may be required to meet some grant requirements, terms in contractual service agreements, the standards reviewed by the Insurance Service Organization (ISO), etc. MATC will also benefit for this arrangement as it will add to their student contract hours, improve their funding level and expand their service levels.
The budget for this program will depend on the size of the recruit class for each year and the training programs available for registration. The estimated budget for 2006 is:
