As part of the 2007 Operating Budget process, the Common Council adopted Board of Estimates amendment Number Eight regarding the Mall Concourse operation. This amendment added one Public Works Maintenance Worker 2 position to the Parks Division - Mall Concourse service, with costs of $50,785 to be offset by increased Mall Concourse assessment fee revenues. The amendment also anticipated a change in policy which would allow for the added revenue amounts to be recovered.
The attached resolution authorizes a change in existing policy primarily by removing the State Capitol building from the assessment formula. This property actually receives no services from the Mall Concourse staff, and would therefore be properly excluded from the calculations under the new policy. This formula change would result in a cost redistribution toward the private property owners, thereby raising the Mall Concourse assessment fee revenues. This enhanced revenue would be used to offset the costs of the new position.
During the fiscal year of September 2005 through August 2006, net Mall Concourse expenditures totaled $660,040. Of that amount, the sum of $567,881.79 was assessable, with the remainder of $92,158.22 accounted for by various State-owned properties and therefore unrecoverable.
No appropriation is required. There is no anticipated impact upon cost controls or the property tax levy.
