Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on Mineral Point Road & Junction Road / S. Junction Road.

PREAMBLE
The City of Madison has a project to improve Mineral Point Road and Junction Road / S. Junction Road. The planned improvements include reconstruction of the streets, storm sewer, water main, sanitary sewer and lighting. Construction is planned to take place during the 2013 and 2014 construction seasons.
Portions of the construction of this project cannot take place during the normal working hours of 7:00 AM to 7:00 PM because of the high traffic volume on the roadway. Night work will be required to avoid traffic backups and excessive disruption to normal travel patterns.
The proposed activities that will occur during the hours of 7:00 PM to 7:00 AM are general construction operations including:
Performing traffic lane switches and installing new overhead sign structures: 6 nights
Installing Storm Sewer Box Culvert in stages: 3 nights
Erecting Bridge Girders: 3 nights
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances. Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities, with associated noise impacts, outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution.
NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on Mineral Point Road & Junction Road / S. Junction Road are hereby approved in accordance with section 24.08(3) of the Madison General Ordinances, and
