Title
Authorizing the Mayor and the City Clerk to sign a contract for drug and alcohol testing services with Drug & Alcohol Testing 24/7 LLC.
Body
WHEREAS, the Omnibus Transportation Employees Testing Act of 1991 requires the City of Madison to conduct drug and alcohol testing for employees who are required to maintain a commercial driver's license; and
WHEREAS, the City has a need for applicant and employee drug and alcohol testing services in other situations including as required by APM 2-23; and
WHEREAS, a Request for Proposals was advertised and evaluated appropriately for the provision of such services and Drug & Alcohol Testing 24/7 LLC was selected; and
WHEREAS, staff have negotiated the following fees with Drug & Alcohol Testing 24/7 LLC: $44 for breath alcohol tests or urine/drug specimen testing; $75/hour for the first hour of after hour services and $60 for each hour after the 1st hour; $16.50 for laboratory services (down from $17 last year); and additional miscellanous fees; all incurred on an as-needed basis, which are projected to average $ 24,837 annually for Human Resources and $12,000 annually for Metro Transit;
WHEREAS, because the term of the contract, with optional renewals, would be more than 3 years, Council authorization is required for the contract by MGO 4.26;
NOW, THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are hereby authorized to enter into a three (3) year contract with the option to renew for up to two (2) renewal terms of one year each, with Drug & Alcohol Testing, 24/7 LLC for drug and alcohol testing services.
