Board of Health-Madison & Dane County Resolution #2021-02 Authorization to Accept Additional Funds from the Wisconsin Department of Health Services to Support COVID-19 Response Efforts

In 2020, Public Health-Madison and Dane County (PHMDC) accepted $5,517,240 for COVID-19 response activities, including contact tracing, testing, preparedness pandemic planning, and epidemiology and laboratory capacity from the Wisconsin Department of Health Services (WI DHS). At the end of 2020, WI DHS updated this funding based on actual spending levels in the areas of contact tracing and testing.
PHMDC proposes the following budget adjustments:
• Accepting an additional $760,187 for CARES COVID19 Contact Tracing to support contact tracing (and subsequent isolation and quarantine) as an essential follow-up to testing.
• Reducing the budget for CARES COVID19 Local Testing Coordination by $223,758. In 2020, in addition to the CARES grant support, staffing for testing efforts were supported by Dane County COVID Relief funding, which accounts for the reduction in this grant.
Under the terms of the merger agreement, the Board of Health for Madison and Dane County may authorize PHMDC to accept and spend grant funds (IGA, VII, F, 1-3).
NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison Dane County, on behalf of Public Health-Madison and Dane County, authorizes the Director of Public Health to accept $760,187 for COVID-19 response activities and perform the budget adjustments outlined above.
