PREAMBLE
On October 7,2008, the Common Council adopted RES-08-00930 which approved the 2009 Operating Plan for Madison’s Central Business Improvement District (#1) (the “BID). On February 3, 2009, the Common Council adopted RES-09-00171 which approved the First Amendment to the 2009 Operating Plan for Madison's Central Business Improvement District (#1).

The BID Operating Plan includes a sunset clause that requires an affirmative vote of the property owners every five years to authorize continuation of the District. The current five-year term ends December 31, 2009. A vote will be conducted in July, 2009, as to whether to authorize the BID, its programs and services to continue 2010-2014. A BID Board Subcommittee was constituted to plan for this vote. The subcommittee consulted with the full BID Board and city staff including the City Clerk. At the Subcommittee’s May 20, 2009, meeting, a voting process developed in consultation with the City Clerk was approved, and the subcommittee recommended including the voting process as part of the 2009 Operating Plan and all subsequent Operating Plans.

WHEREAS, the BID will be conducting a reauthorization vote by property owners in July, 2009, as required by the BID Operating Plan;

WHEREAS, a BID Board Subcommittee has approved a voting process in consultation with the BID Board and city staff including the City Clerk;

WHEREAS, this voting process is designed to be fair, objective and transparent;
