Additional revenues associated with the proposed fee increases have been anticipated in the 2012 Public Health Operating Budget. No additional appropriation is required.

Amending Sections 7.07(8)(g), 7.08(7)(a), 7.15(6)(d), 7.44(1)(c), 7.50(4), and 7.51(3) of the Madison General Ordinances to increase fees for various health inspection fees, licenses and permits.

DRAFTER'S ANALYSIS: This amendment raises the annual fee for having a food and drink permit. It raises the licensing fee for tattoo, body-piercing and ear piercing establishments. It raises the licensing fee for indoor and outdoor swimming pools. It raises the licensing fee for lodging establishments. It raises pre-inspection fees on all licenses. This amendment also adds a $25 late fee to the total permit fee for all temporary restaurant permit applications which are filed less seven (7) days prior to the event start date.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subdivision (g) of Subsection (8) entitled “Food and Drink Permit” of Section 7.07 entitled “Regulations Regarding Foods Handled by Public Places” of the Madison General Ordinances is amended to read as follows:
“(g) The annual fee for the food and drink permit shall be based upon the anticipated gross annual food and drink sales for the licensing year as set forth in the tables below. The licensing year shall be from July 1 through the following June 30. The permit fee herein established shall be for one year or a fractional part thereof. Renewal licenses shall be obtained on or before June 30 of each year or be subject to a late filing fee of fifteen percent (15%) of the license fee. Payment of the late filing fee shall not relieve any person from any other penalties prescribed in this chapter for failure to possess or obtain a license.
