The $55,000 being transferred to consulting services is available in the Planning Division's Operating Budget due to the Transportation Planning Manager and Transportation Planner 3 positions being vacant for a significant part of the year. Approximately 85% of these costs are covered by State and federal funds.

Amending the 2010 Planning Division Budget to transfer $55,000 from permanent salaries and benefits in the Transportation Planning Section (the Metropolitan Planning Organization) to consulting services to assist in preparing a federally required Congestion Management Plan for the Metropolitan Planning Area.
Body
WHEREAS the Transportation Planning Manager position for the Transportation Planning Services section of the Planning Division, which staffs the Madison Area Transportation Planning Board - a Metropolitan Planning Organization (MPO), was vacant for the first six months of this year, and the Transportation Planner 3 position for the Transportation Planning Services section of the Planning Division will be vacant for several months following the appointment of the Planner 3 to the Manager position in mid-July; and
WHEREAS the MPO must complete enhancements to the MPO's Congestion Management Process (CMP) and a CMP report by November 2011 as required by the 2009-'10 Federal Certification Review of the MPO; and
WHEREAS due to being short staffed the Planning Division needs to hire a consultant to assist staff for the MPO in completing federally required enhancements; and
WHEREAS the MPO Policy Board adopted Resolution TPB No. 42, Approving Amendment to the 2010 Unified Planning Work Program and Budget, on August 4, 2010 authorizing the reduction in MPO staff person-months and adding $55,000 to consulting services.
NOW, THEREFORE, BE IT RESOLVED that the 2010 Operating Budget of the Planning Division is hereby amended to transfer $55,000 from permanent salaries to consulting services.
