The proposed resolution amends the 2024 Adopted Engineering - Major Streets and Engineering - Bicycle and Pedestrian Capital Budgets by authorizing net-neutral transfers of existing budget authority across various major projects and programs. The following transfers are needed to address a GO deficit in the Sidewalk Program (Munis #14736, increase by $1,950,000). Transfers are coming from two five projects that have excess/unused GO: Autumn Ridge Path (Munis #11859, decrease by $900,000) and , CTH AB Interchange (Munis #13013, decrease by $800,000 $500,000) , Blair Street (Munis #11128, decrease by $420,000), Blair / John Nolen Drive Intersection (Munis #11135, decrease by $80,000), and Cottage Grove Road (Munis #10230, decrease by $50,000). No additional appropriation is required.

WHEREAS the CTH AB Interchange project (13013) is now complete and final costs have been obtained. Autumn Ridge (11859) has been advertised and bids received, and a more detailed estimate has been identified. Blair Street/Blair John Nolen Intersection (11128 & 11135) is complete and final costs have been obtained. Cottage Grove Road (10230) is complete and final costs have been obtained. The City wishes to utilize unused GO budget authority from CTH AB and Autumn Ridge to cover overage costs on the 2024 Sidewalk program (District 11 Ordered Sidewalk, District 19 Ordered Sidewalk & Citywide Sidewalk Replacement projects).

NOW, THEREFORE BE IT RESOLVED that the 2024 Major Streets and Bicycle & Pedestrian Capital Budgets are amended to transfer $1,700,000 $1,950,000 of existing GO budget authority from the CTH AB Interchange,and Autumn Ridge Path, Blair Street/Blair John Nolen Intersection and Cottage Grove Road projects to the 2024 Sidewalk Program.
