Title

Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM for work associated with City of Madison cured in place sewer main lining project #14923. (District 14)

Body

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow temporary construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works.

 

As part of this sanitary sewer cured-in-place pipe (CIPP) project, approximately 2,203 feet of existing 8-10” sewer main is scheduled for rehabilitation along Fish Hatchery Road and its connecting side streets between the Westbound Beltline Exit ramp and West Badger Road. The City is requesting permission for the selected lining Contractor to perform this portion of work outside the hours of 7:00 AM to 7:00 PM for up to twenty (20) nights during the contract timeframe because the work is located in a high traffic volume area and activities associated with sewer lining would cause considerable traffic disruptions and delays. 

 

The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:

 

1.                     Hydraulic and mechanical cleaning of the sanitary sewer main sections to remove any accumulated debris prior to lining;

2.                     Conducting a closed-circuit inspection of the sanitary sewer mains to be lined to confirm that the main has been adequately cleaned prior to lining and to provide documentation to the City of pre-lining inspection;

3.                     Use of generators and pumps to bypass wastewater;

4.                     Installing the resin-impregnated felt liner into the sanitary sewer main;

5.                     Using ultraviolet light to cure the liner in place; and

6.                     Conducting a closed-circuit inspection of the lined sections of sanitary sewer mains to provide documentation to the City that all required work has been satisfactorily performed.

 

NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM to 7:00 AM along Fish Hatchery Road and its connecting side streets between the Westbound Beltline Exit ramp and West Badger Road for up to twenty (20) days during the contract timeframe are hereby approved in accordance with Section 24.08(3) of the Madison General Ordinances, and

 

BE IT FURTHER RESOLVED, that the construction activities outside the hours of 7:00 AM to 7:00 PM are limited to those activities identified in this resolution and the hours specified, and

 

BE IT FURTHER RESOLVED, that the approval of that construction work, as provided in this resolution shall expire on October 14, 2025.
