Total contract for 2006 is $50,000: for the the amount for TNS professional training services is $20,000 and $30,000 is for Commissioning and Retro-Commissioning training. for 2006. The 2005 Inspection Unit Operating Budget contained a $20,000 $50,000 authorized appropriation; however these funds were not contracted for nor encumbered by the end of the year and thereby lapsed to the General Fund balance. Following adoption of this resolution, the 2006 Contingent Reserve balance will be decreased and the Inspection Unit Operating Budget-Account No. GN01-54301-287000-will be increased by $20,000 $50,000, $20,000 to fund the TNS training expenditures and $30,000 to fund the Commissioning and Retro-Commissioning training. A balance of $921,705 is currently available in the Contingent Reserve.

WHEREAS, the City of Madison adopted The Natural Step (TNS) Model for Eco-Municipalities as a guiding framework for the City's Sustainable Program on November 21 December 13, 2005 (Res 05-00977, File ID Number 02486); and
WHEREAS, it has been determined that the energy and operational/maintenance savings opportunities in City of Madison facilities and operations need to be measured, analyzed and discerned in house; and
WHEREAS, City staff will be required to carry out energy savings retrofits; and
WHEREAS, the City of Madison adopted that training in both the The Natural Step (TNS) and in Commissioning and Retrocommissioning is to be provided for targeted City staff and officials over a 6-month period in 2006 at a cost not to exceed $20,000 $50,000; and
WHEREAS, the City of Madison will explore and identify other partners to share in this training and its cost; and
WHEREAS, the City and the Sustainable Design and Energy Committee (SDE) participated in a competitive bidding process to solicit proposals under RFP 7786 issued on February 3, 2006 for professional TNS training services, and also under RFP 7787 issued on February 17, 2006 for professional Commissioning and Retro-Commissioning training services, and two bids were received; and
WHEREAS, pursuant to the RFP's above, an evaluation team scored the proposals, considereding factors of technical quality approach, qualifications and experience, and cost of services; and
WHEREAS, based upon the scoring criteria considering all of the above factors, the evaluation team recommended, and the Sustainable Design and Energy Committee concurred, that it was in the best interests of the City to award the Purchase Order Contract For Purchase of Services to The Natural Step (Canada) Inc. for TNS training, and to Sustainable Energy Group for Commissioning and Retro-Commissioning training; and
WHEREAS, based upon the recommendation from the evaluation team, the Sustainable Design and Energy Committee (SDE) also recommended and voted to award to The Natural Step (Canada) Inc.; and
NOW, THEREFORE, BE IT RESOLVED, that the City Comptroller is Mayor and City Clerk are hereby authorized to sign, on behalf of the City, a Purchase Order Contracts For Purchase of Services with The Natural Step (Canada) Inc. and with Sustainable Energy Group; and
BE IT FURTHER RESOLVED, that the funds be encumbered to cover the costs of the TNS training and Commissioning and Retro-Commissioning training; and
BE IT FURTHER RESOLVED, that $20,000 $50,000 be appropriated from the Contingent Reserve to the Inspection Unit Operating Budget-Account No. GN01-54301-287000 to fund the TNS training and Commissioning and Retro-Commissioning training expenditures for 2006.
