Fiscal Note
The resolution would authorize a $250,000 addition to the 2005 Capital Budget to fund a portion of the $500,000 Brittingham Boathouse Renovation and Addition (Specific Park Improvements Project 810405), not originally adopted in the capital budget.  Funding will now be accumulated from a variety of sources including funds previously budgeted for this project $250,000 transfer from TIF #28 (810405), transfers from the Hollister Trust, and Parks Development Funds, and contributions.  The following is a breakdown of the funding sources:

Body
The City of Madison Parks Division and Camp Randall Rowing Club, Inc. (the "Club") have a mutual interest in the renovation of the building known as the Brittingham Boathouse ("Boathouse") located at 701 Brittingham Place, Madison, WI 53703.  In 2001, the Camp Randall Rowing Club began negotiations with the Parks Division to restore, renovate and relocate the existing Brittingham Boathouse from its current location to space elsewhere in Brittingham Park to better utilize the park and provide better access to the Boathouse.  The Club hired an architect to prepare plans and renderings, which received preliminary approvals, to relocate the boathouse to a new foundation approximately 250 feet south of its current location.  The Club began fundraising for this project and received commitments for donations, including some for which the funds would have to be matched.
 
On February 18, 2003 the Common Council adopted Resolution ID#33269 that among other things, found that it was in the public interest to improve the Building and thereby enhance citizens' use and enjoyment of Brittingham Park.  After the relocation and renovation of the Boathouse, the Camp Randall Rowing Club will enter into a long-term lease with the City for non-exclusive use of the Boathouse.
 
On July 6, 2004 the Common Council adopted resolution ID#36332 amending the budget to add the Brittingham Boathouse Project, as approved by the Park Commission October 9, 2002, with the transfer of $100,000 from the Hollister Trust Fund at such time as the Camp Randall Rowing Club provided proof it had raised funds totaling $100,000 for this project.  Such proof has now been provided by the Rowing Club.
 
Phase One of this project is estimated to cost $500,000 and will be funded with a combination of private and public funds.  Phase Two of this project is estimated to cost $380,000 and will be funded by private contributions.
 
BE IT RESOLVED,
 
1)      That the plans and specifications for Brittingham Boathouse Renovation and Addition, be and are hereby approved.
 
2)      That the Board of Public Works be and is hereby authorized to advertise and receive bids for said project.
 
3)      That the Mayor and City Clerk are hereby authorized to accept dedication of lands and/or easements from the Developer/Owner for public improvements located outside of existing public fee title or easement right-of-ways.
 
4)      That the 2005 Capital budget shall be amended to include the sum of $250,000 in transfers from and contributions received as follows:  $100,000 Hollister Trust Fund TN70, $125,000 in Parks Development Fees SI04, $10,000 UW Chancellor's Office, $10,000 UW Athletic Department and $5,000 in private donations.
 
BE IT FINALLY RESOLVED, That the Madison Common Council amend the 2005 Capital budget for Project No. 12 Specific Park Improvements (810405) in the Parks Division to read:
 
      $250,000 in other funding.  This project funds the bidding and Phase One of construction for the Brittingham Boathouse Renovation and Addition project to the project limit of $500,000.
