This resolution authorizes the submission of a grant application.  No expenditure is required at this time.  However, if a grant is awarded, a future resolution will be required to authorize acceptance of grant funds and to identify and approve the expenditure of the required City match of an estimated $20,000. Currently, no City funds have been identified or budgeted to support the matching requirement of this grant.

SUBSTITUTE - Authorizing the submission of a Round 10 Brownfield Site Assessment Grant (SAG) Application to the Wisconsin Department of Natural Resources (WDNR).
Body
WHEREAS, the City of Madison acquired the Garver Feed Mill in 1997 from the Olbrich Botanical Society, and;
 
WHEREAS the City of Madison has declared the Garver Feed Mill to be surplus, and;
 
WHEREAS the City of Madison issued a Request for Proposals in June 2007 and received proposals for the adaptive reuse and rehabilitation of the Garver Feed Mill in September 2007, and;
 
WHEREAS the City of Madison accepted the proposal of Common Wealth Development for the adaptive reuse and rehabilitation of the Garver Feed Mill as an arts incubator on June 17, 2008, and;
 
WHEREAS the adaptive reuse and rehabilitation of the Garver Feed Mill will require investigation of existing on site environmental conditions, and;
 
WHEREAS the Wisconsin Department of Natural Resources Brownfield Site Assessment Grants provide funding of up to $100,000 to complete environmental site investigations, and;
 
WHEREAS the Wisconsin Department of Natural Resources Brownfield Site Assessment Grant requires a minimum of 20% matching funds and allows a maximum of 100% matching funds, and;
 
WHEREAS, in this action the City of Madison Common Council has declared its intent to complete eligible Brownfield Site Assessment Grant activities at the Garver Feed Mill site if awarded funds, and;
 
WHEREAS, the Brownfield Site Assessment Grant application requires that the City of Madison Common Council declares its intent to complete eligible brownfield site assessment activities if awarded funds.  
 
NOW THEREFORE BE IT RESOLVED, the City of Madison declares its intent to complete eligible brownfield site assessment activities and formally requests funds and assistance available from the Wisconsin Department of Natural Resources under the Brownfield Site Assessment Grant Program and will comply with state rules for the program;
 
BE IT FURTHER RESOLVED, that that the staff of the Department of Planning and Community and Economic Development is hereby directed and authorized, to submit an application to the State of Wisconsin for financial aid for Round 10 Brownfield Site Assessment Grant purposes in an amount not to exceed $100,000.  
 
BE IT FURTHER RESOLVED that the Mayor and Clerk are authorized to sign documents and take all necessary action to undertake, direct, and complete approved grant activities.
