Fiscal Note

The proposed resolution authorizes the execution of a contract with Med-Bill Corporation to provide ambulance billing services to the City. The contract will be for an initial term of one (1) year, with four (4) optional renewal terms of one (1) year each. Annual payments to the vendor will be calculated based on a rate of 2.95% of net revenues collected. The 2026 Adopted Operating Budget estimates that $13.4 million of General Fund Revenues will be collected from the Ambulance Conveyance Fees. Therefore, this contract is projected to cost approximately $395,300 in 2026. Funding is available in the Finance Department’s 2026 Adopted Operating Budget. No additional appropriation required.

Body

WHEREAS, the City utilizes a contract to provide ambulance billing services for the Finance and Fire departments; and

 

WHEREAS, the current contract is due to expire on December 31, 2025 ; and

 

WHEREAS, the Finance and Fire Departments through a competitive process solicited proposals for RFP #14011-0-2025-BP, Ambulance Billing Services, and

 

WHEREAS, an evaluation team consisting of Finance and Fire staff conducted a detailed evaluation of six proposals, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and references; and Med-Bill Corporation received the highest score; and

 

WHEREAS, Med-Bill Corporation proposed a contract price of 2.95% of net revenues received; and

 

WHEREAS, the City’s RFP advertised the contract as a one (1) year contract with up to four (4) one (1) year renewals; and

 

WHEREAS, under MGO 4.26(3)(e) service contracts of more than 5 years in duration and an average cost of more than $100,000 per year require approval of the Common Council and optional renewal terms are to be counted in the total;

 

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a contract on behalf of the City for Ambulance Billing services with Med-Bill Corporation., for the purposes and at the price described above, for an initial term of one (1) year, with four (4) optional renewal terms of one (1) year each, and the Purchasing Supervisor is authorized to execute the renewal options.
