IEBC 912.2 requires sprinklers for this change of use in the second floor.  The existing water service is 1 1/2" - 2" and is inadequate to sprinkle the second level.  It will cost $55,000 to put in a 4" main.  The proposal is to sprinkle the dining areas and both stairwells.
