Public Health-Madison and Dane County (PHMDC) is committed to supporting individuals living with HIV and preventing new HIV and Syphilis cases in Dane County.
HIV grant funds from the Wisconsin Department of Health Services HIV program is for partner services (identifying new cases of HIV and Syphilis and notifying any potential contacts) and HIV education and outreach. We have a team of dedicated Disease Intervention Specialists that provide these services.

PHMDC proposes accepting an additional $25,000 from the Wisconsin Department of Health Services on behalf of the Division of Public Health to support this work. This funding will support salaries to cover additional staff time and overtime expenses. Under the terms of the merger agreement, the Board of Health for Madison and Dane County may authorize PHMDC to accept and spend grant funds (IGA, VII, F, 1-3).

In addition, in 2020 PHMDC has had to shift priorities and staffing to focus on the emergency response around COVID-19 prevention. After obtaining approval from State HIV program leadership, objectives laid out for this year, including outreach, training, and other new initiatives were put on hold and one Disease Intervention Specialist was reassigned full time into COVID-19 contact tracing work. As a result, funding allocated for conferences, advertising, and lab services requires a transfer into personnel costs. Under the terms of the merger agreement, the Board of Health for Madison and Dane County may authorize PHMDC to move funds within appropriations during a fiscal year (IGA, VIII, G).
