Board of Health-Madison & Dane County Resolution #2020-13 Authorization to Accept Funds from the Wisconsin Department of Health Services to Support COVID-19 Response Efforts

Public Health-Madison and Dane County (PHMDC) proposes accepting funding from the Wisconsin Department of Health Services to support various activities in the COVID-19 response.
Specifically, PHMDC proposes accepting the following:
• $242,965 for Public Health Emergency Preparedness to support activities that align with any prioritized COVID-19 activities in the following capability domains: Incident Management for Early Crisis Response, Jurisdictional Recovery, Information Management, Countermeasures and Mitigation, Surge Management, and Biosurveillance.
• $30,000 for CARES COVID19 Preparedness Pandemic Planning to update PHMDC Preparedness Pandemic Plans for COVID-19 to match Wisconsin’s statewide “Box it In” Strategy
• $665,300 for CARES COVID19 Local Testing Coordination to coordinate adequate testing and provide access to testing for all members of the community who need a test, in alignment with state testing strategy.
• $4,476,675 for CARES COVID19 Contact Tracing to support contact tracing (and subsequent isolation and quarantine) as an essential follow-up to testing.
• $102,300 Epidemiology and Laboratory Capacity to conduct surveillance to detect transmission that may be occurring in the community beyond travel and contact-related cases.
Under the terms of the merger agreement, the Board of Health for Madison and Dane County may authorize PHMDC to accept and spend grant funds (IGA, VII, F, 1-3).
NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison Dane County, on behalf of Public Health-Madison and Dane County, authorizes the Director of Public Health to enter into an agreement with the Wisconsin Department of Health Services and accept $5,517,240 for COVID-19 response activities.
