Fiscal Note
The 2016 Parking Utility adopted capital budget includes $65,000 funded by Parking Utility Reserves for a license plate recognition system (Munis project #16021). The proposed resolution authorizes the Mayor and City Clerk to enter into a five-year contract, with renewals, with NuPark, Inc. for the purchase of a Mobile License Plate Recognition System, with a cost of $41,750 for the first year. Funding is available in the project. Future year costs will be budgeted in the Parking Utility’s operating budgets.

Body
WHEREAS, the Purchasing Division and Parking Utility, through a competitive RFP process solicited proposals for RFP #8543-0-2016, Mobile License Plate Recognition System, received written proposals; and

WHEREAS, NuPark, Inc’s proposal was selected by the RFP review team as the preferred hardware and software solution, and NuPark, Inc. also submitted the low bid; and

WHEREAS, NuPark, Inc. proposed a contract price of $26,500 for the purchase and installation of a Mobile LPR Bundle (hardware + installation services + 1-year warranty), and $2,500 for the first year’s Mobile LPR software, and $12,750 for the first year’s annual hosted software subscription fee, and NuPark has offered to cap subscription fee increases at 3% per year for a total of five years; and

WHEREAS, the software subscription and related support services will be required for as long as the Parking Utility is using the system, and the Parking Utility expects to use the Mobile LPR System for greater than three years; and

WHEREAS, under MGO 4.26(3) service contracts of more than three years in duration require approval of the Common Council;

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign one or more contract(s) on behalf of the City for a Mobile License Plate...
