Committee proposed two ideas to assist renters. One was a proposed partial rent payment ordinance that would specify that failure to accept partial rent payments would be a failure to mitigate the landlord’s damages. The other proposed ordinance relates to rent abatement. This ordinance would make leases with illegal provisions, under state statute, void. The ordinance would also make the remedy for such void leases the return of all rent paid under the void lease or some form of rent abatement for the illegal provisions. The City Attorney's office wrote a memo to address these ideas, including whether the City can enact these ordinances.
