The proposed resolution amends the Clerk's Office 2023 operating budget to accept $504,800 in grant funds associated with planning and operationalizing safe and secure election administration infrastructure in the City of Madison. A specific spending plan for the funding is still being developed. The long-term implications of accepting the grant funds, including any future commitments of General Fund support that could arise after the end of the grant period, are not known at this time. The grant also includes $1,004,800 in 2024 funds and would be included in the Clerk's office 2024 budget request.
The 2023 adopted operating budget for the Clerk's Office includes $700,000 for costs associated with administering two (2) elections (Spring Primary and Spring Election). In 2024, the Clerk’s Office will administer four (4) elections, including the 2024 Fall Primary and General Election. Costs will be higher in 2024 to account for the two additional elections. The 2020 adopted operating budget, during the last presidential election, included $2.1m for costs associated with administering elections.
