Fiscal Note
The proposed resolution authorizes a non-competitive selection contract between Reliant Fire Apparatus Inc. and the City for the purchase of Pierce fire apparatus. GO Borrowing for replacement of Fire apparatus is included in the Fleet Services annual capital budget (MUNIS project #12514), subject to Council approval. The 2021 Executive CIP includes the following amounts for the Fire Apparatus/Rescue Vehicles project: 2021 - $3,545,000, 2022 - $3,010,000, 2023 - $3,035,000, 2024 - $3,085,000, 2025 - $2,000,000, and 2026 - $2,920,000. Specific purchases will depend on the Fire Department’s needs. Planned purchases in 2021 include an aerial fire apparatus and an engine. No additional appropriation is required for the agreement.

Body
The City of Madison has purchased Pierce fire apparatus for several years, including fire engines, aerial ladders, heavy duty rescues and aerial platform ladders. Reliant Fire Apparatus Inc. is the exclusive dealer for the sale and service for custom and commercial fire apparatus manufactured by Pierce Manufacturing Inc. for our area.

Reliant Fire Apparatus Inc. has submitted a proposal to the City to purchase fire apparatus based on Pierce Manufacturing Inc.’s national purchasing cooperative bids. The proposal also includes a 1% discount over the purchasing cooperative price for participating in this agreement. The agreement provides for continued participation in Pierce’s Fleet Management program and training support for both Fleet and Fire personnel.

Price changes due to State, Federal or industry mandates will be additional charges to the price of new vehicles that have already been competitively bid on the purchasing cooperative.
