Title
SUBSTITUTE Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM (Monday-Saturday) and between the hours of 7:00 PM and 10:00 AM (Sunday) for work associated with WSOR Railroad Crossing Replacement at the E. Body
PREAMBLE

Associated with the City’s reconstruction of E. Wilson St. and Williamson St., WSOR will replace the railroad crossing that extends through the intersection of E. Wilson St., S. Blair St. and John Nolen Dr. This railroad crossing is currently in poor condition and is an issue not only for vehicles, but also for pedestrians and bicyclists that are using the intersection.

In order to perform this work, WSOR will need to close E. Wilson St. and S. Blair St. at the railroad crossing. These streets are important transportation corridors, so City Engineering and City Traffic Engineering have requested that the number of days of the road closures be reduced as much as possible, and to be completed during mostly non-peak times, especially on S. Blair St. To accomplish these goals, WSOR has requested permission to work between the hours of 7:00pm and 7:00am, and prior to 10:00 am on Sunday.

The proposed schedule is as follows: close E. Wilson St. early on a Thursday morning (prior to 7:00am, likely around 6:00am) to start work on that portion of the crossing, then close S. Blair St. early on the following Saturday morning (prior to 7:00am, likely around 5:00am) to work on that portion of the crossing, and to start work around 6:00am that Sunday to finish placing the new crossing and re-open the streets by 5:00am the following Monday. It is currently anticipated that this work would start on Thursday, June 20, but, if weather prevents work that weekend, Thursday, June 27 and Thursday, July 11 are is the alternate start dates.
