The proposed resolution authorizes an agreement with the State of Wisconsin Department of Transportation for the reconstruction of USH 151 (Blair Street and E. Washington Avenue) from E. Wilson Street to Blount Street. Funding the project is included in the 2019 adopted capital improvement plan (CIP) for the Blair Street project in Engineering Major Streets scheduled for 2024. The agreement authorizes a federal/state share of $2,477,625 and the City of Madison share of $814,475, funded by GO Borrowing. Future annual capital budget and CIP schedules will reflect the updated amounts per this proposed agreement within Engineering Major Streets.

Body
The City of Madison Engineering Division is proposing to reconstruct USH 151 (Blair Street and E. Washington Avenue) from E. Wilson Street to Blount Street in 2024. Funding is a combination of federal, state and local funds. The City is responsible for 25% of the design engineering costs(including State oversight) and 100% of city utility construction costs.

The agreement requires that the City indemnify the State of Wisconsin Department of Transportation. City APM 1-1 requires Common Council Approval whenever the City indemnifies another party.

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Wisconsin Department of Transportation for construction cost sharing, plan development and State design review costs for the USH 151 (Blair Street and E. Washington Avenue) project.
