Fiscal Note

No appropriation is required. The proposed resolution will authorize an internal competition for a new 1.0 FTE position to the Engineering Division at CG18-RG17 with the classification title of Assistant City Engineer.  The new position will be split funded within the operating budgets of the Engineering Division, Stormwater Utility, Sewer Utility, and Landfill in the following proportion:

 

Engineering - 15%

Sewer Utility - 47%

Stormwater Utility - 25%

Landfill - 13%

 

The former position number of the internal employee selected to the new position will be deleted, maintaining that the authorized FTE strength of the Engineering Division remains the same. The incremental cost of adopting this resolution will be dependent on the current classification of the person chosen to fill this position and will be funded through salary savings for any cost that may impact the remainder of 2017.

PREAMBLE:

 

The City Engineering Division has grown steadily in recent years to where the summer employee count is approximately 185.  There is a greater need for division of responsibilities at the upper management level.  The addition of a second Assistant City Engineer will allow for one Assistant over “Design and Construction,” and the second Assistant over “Personnel, Mapping, and Operations.”  This is a practical division of duties given the greater number of personnel and more complex operations of the Engineering Division.

 

NOW, THEREFORE, BE IT RESOLVED, that a new 1.0 FTE position of Assistant City Engineer (CG18, R17) is created within the Engineering Division budget to be posted and filled through an internal competitive process.

 

BE IT FURTHER RESOLVED, that the former position number of the employee promoted to this new position shall be deleted.
