Fiscal Note
The Community Development Division’s 2017 Operating Budget includes $145,880 from the 2016 and 2017 CDBG awards to support capital improvement projects in the Emerson East, Eken Park, and Yahara River neighborhoods. This Resolution allocates the funds for 3 projects to be implemented by the City's Parks and the Economic Development Division. Projects in the proposed resolution include (1) $48,900 for improvements at Eken Park, (2) $48,900 for improvements to Pennsylvania Park, and (3) $48,000 for technical assistance for businesses who anticipate operating at the Public Market. Expenses incurred for the projects will be charged against existing CDBG purchased service appropriation.

BACKGROUND
The Community Development Division and CDBG Committee, in cooperation with the Planning Unit, sponsored a neighborhood planning effort in the Emerson East, Eken Park and Yahara River neighborhoods, from which a resident-based Steering Committee developed a neighborhood plan that included implementation priorities for meeting specific objectives. The Common Council adopted the Emerson East-Eken Park-Yahara River ("EEEPY") Neighborhood Plan in January, 2016.

The City’s 2017 budget authorized the use of up to $145,880 of CDBG funds from the 2016 and 2017 awards for the implementation of eligible projects in the EEEPY Plan’s three neighborhoods. Among the priority projects identified for implementation within the Plan were the following three, which are eligible for CDBG funding:

1. Improvements to Eken Park, and,
