Fiscal Note

This proposed resolution amends the Water Utility's adopted 2017 capital budget by reallocating $100,000 of budget authority from the major capital program “Water Utility Facility Improvements” to the "Unit Well 12 Conversion" capital project; no new funds are required.  This is a neutral budget adjustment between capital projects; funding is provided by revenue bonds.

SUBSTITUTE - Amending the 2017 Adopted Capital Budget to reallocate funding from “Water Utility Facility Improvements”, to “Unit Well 12 Conversion to a Two Zone Well” in order to proceed with Contract 7457 (“Whitney Way Water Pipeline”).

 

 

Body

WHEREAS, The Water Utility’s 2006 Master Plan recommends that Unit Well 12 be converted to a two-zone well that can allow for operational flexibility and reliability to the west side supply system between Pressure Zones 7 and 8; and

 

WHEREAS, As part of this conversion, Madison Water Utility designed and bid plans and specifications for Contract 7457 “Whitney Way Water Pipeline”; and

                     

WHEREAS, Despite receiving bids that have exceeded original estimates, Madison Water Utility believes the lowest bid price is appropriate for the challenging circumstances surrounding the scope of Contract 7457, and has recommended awarding Contract 7457;

 

NOW THEREFORE BE IT RESOLVED, that the 2017 Adopted Capital Budget is amended to transfer $100,000 from Water Facility Improvements to the Unit Well 12 Conversation project.

 

NOW THEREFORE BE IT RESOLVED that the Common Council authorizes the reallocation of up to $100,000 in funds within the 2017 Adopted Capital Budget of Madison Water Utility to the “Unit Well 12 Conversion to a Two Zone Well”; and

 

BE IT FURTHER RESOLVED that the Common Council hereby amends the 2017 Adopted Capital Budget, as articulated in this Resolution’s Fiscal Note.
