Fiscal Note
The 2017 Adopted Capital Budget includes $450,000 funded by GO Borrowing (Munis project 17451) for the planning and design of Fire Station #14. The proposed resolution authorizes a sole source purchase of services contract ($393,000) with OPN Architects, Inc. for professional architectural and engineering services for the design of Fire Station #14. The total project is estimated to cost $5,500,000 and to be completed in 2018. Funds are available for this contract.

Body
WHEREAS the 2017 Capital Budget includes $450,000 for planning and design of Fire Station 14, including architectural and engineering consultant design services; and,

WHEREAS the projected 2018 Capital Budget includes $5,050,000 to complete design and construction of Fire Station 14; and,

WHEREAS OPN Architects, Inc. completed a site master plan study for the Fire Station 14 project in 2015, and is familiar with the project and design requirements; and

WHEREAS the scope of this project shall include design services for Fire Station 14 that will achieve at a minimum LEED Certification-Silver following the U.S. Green Building Council's LEED for New Construction and Major Renovations (LEED-NC) Rating System; and,

WHEREAS, under MGO 4.26(4)(b), if a service contract exceeds $25,000 and the contract was not subject to a competitive selection process, the contract shall meet one of the requirements of sec. 4.26(4)(a) and be approved by the Common Council, and signed by the Mayor and Clerk; and

WHEREAS, this contract meets section 4.26(4)(a)7 which provides that a contract may be approved without a competitive selection process if the contractor has performed similar services in the past and it would be economical on the basis of time and money to retain the same firm.
