Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM for work associated with Madison Metropolitan Sewerage District Sewer Lining Project (N. Randall Ave. and Regent Street).

PREAMBLE
The City of Madison large diameter cured in place pipe (CIPP) project intends to rehabilitate approximately 4,425 linear feet of 24” diameter sanitary sewer located on Regent Street and N. Randall Ave. The curing method associated with this project does not allow for all construction activities of the project to take place during the normal working hours of 7:00AM and 7:00PM.
Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. It is anticipated that the Contractor performing this work will call for permission to perform the work required to cure in place line segments of sanitary sewer interceptors on Regent Street and N. Randall Ave. outside the hours of 7:00 AM to 7:00 PM because:
1. The section of sanitary sewer main to be lined has high flow during the hours of 7:00 AM to 7:00 PM.
2. The streets where this work is scheduled to occur convey high volumes of traffic. Activities associated with lining these sanitary mains will disrupt live traffic causing considerable disruption and delay.
3. The CIPP process may exceed the twelve (12) hour window provided by the General Ordinance.
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1. Hydraulic cleaning of the sanitary sewer main sections to be lined to remove any accumulated debris prior to lining;
2. Conducting a closed-circuit inspection of the sanitary sewer mains to be lined to confirm that the line has been adequately cleaned prior to lining and to provide documentation to the City of pre-lining. conditions...
