The proposed resolution amends the 2017 Adopted Capital Budget for the Community Development Authority project, Village on Park (MUNIS Project #10578). The resolution authorizes $189,000 in GF GO borrowing, to be added to the existing budgeted project. The funding is to be used for storm sewer and related flood proofing work at the Village on Park. The work for Village of the Park includes the installation of approximately 180 LF of 36” storm sewer to relieve storm sewer drainage on the west side of the building, removing and regrading the existing asphalt alley to provide positive drainage away from the building, installation of a geomembrane waterproofing along the building, installing curb and gutter on the west side of the alley to collect storm water and repaving the alley. Limits of work will be from Hughes Street to the north edge of the building. This work will be included within a public works contract led by City Engineering. The amendment also covers separately contracted work to better waterproof the Air Conditioning units and their associated piping and venting.

WHEREAS, the Community Development Authority of the City of Madison (“CDA”) is the owner of The Village on Park, located at 2300 South Park Street (“The Village”); and,

WHEREAS, The Village experienced significant water damage inside the mall from the torrential rain down pour that occurred on July 21, 2016 due to its inadequate storm sewer system located in the alley of the mall and other related factors; and,

WHEREAS, CDA staff has reviewed the problem with City Engineering and formed a plan to reduce the risk of future flooding; and,

WHEREAS, the plan included some initial storm sewer work that was constructed by City Engineering crews in late 2016, billable to CDA; and,
