Authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement with Waunona Sewer District #2 for maintenance of their sewer and water system.

Preamble

 

The Waunona Sewer District #2 has reached out to the City of Madison and indicated their desire to transfer the ownership and operation of the District to the City.  The District includes both public water main and public sanitary sewer.  The District is comprised of approximately 20% City of Madison residents and 80% Town of Blooming Grove residents.  The Blooming Grove residents will annex to the City in 2027.  Further, the City Water Utility sells water to the District in bulk, and the Madison Sewer Utility has customers and piping reliant on the Waunona Sewer District.  The Madison Water Utility and Madison Sewer Utility are performing a due diligence review in advance of a potential agreement to assume ownership and take over operations of the District on 4/1/2027.  This agreement would provide for the City to maintain the respective systems of this District in the interim period until a final agreement can be consummated, with the City being fully compensated for its work by the District and/or Blooming Grove.

 

NOW THEREFORE BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute an Intergovernmental Agreement with Waunona Sewer District #2 for maintenance of their sewer and water system and no cost to the City, in a form that is acceptable to the City Engineer, the Water Utility General Manager, the Risk Manager and the City Attorney.
