The proposed resolution accepts the recommendation of the Madison Police Department Policy and Procedure Review Ad Hoc Committee to select Michael J. Gennaco d/b/a OIR Group as the expert consultant to conduct a review of the Madison Police Department at a price not to exceed $378,800. The 2016 Adopted Operating Budget includes $50,000 to support the work of the committee. In their initial review, the committee determined the original funding was insufficient to conduct a comprehensive review. In June 2016, the Common Council approved a resolution (RES-16-00436, Legistar File ID 42875) increasing funding for the review of the Madison Police Department Policy, Procedure, Culture, and Training practices by transferring $350,000 from the Contingent Reserve. Total funding available for the review is $400,000.

WHEREAS, the Madison Police Department Policy & Procedure Review Committee (“Ad Hoc Committee”) (File #37863) was created to review the Madison Police Department's policies, procedures, culture and training and specifically charged with issuing an RFP to select an expert consultant to assist with the review; and

WHEREAS, on June 7, 2016 the Common Council adopted a resolution (File #42875) increasing the funding for the study from $50,000 to up to $400,000 to cover all of the topics requested by the Council in the original resolution. File #42875 also extended the Ad Hoc Committee’s work timeline so that final recommendations are due by July of 2017; and

WHEREAS, over the course of several months the Ad Hoc Committee prepared and refined an RFP to solicit proposals, received seven total proposals which were reviewed and scored using an elaborate scoring process guided by the Purchasing division, and...
