Fiscal Note
There is no fiscal impact associated with the adoption of the 2014 Action Plan. However, individual components of the plan will have fiscal impacts in the future, and will require Common Council approval at the time of their implementation

Approving the Community Development Division's HUD required 2014 Action Plan.
Body
In order for the City of Madison to receive federal funding from HUD, an Action Plan for each year must be submitted. This plan covers the use of the following formula grant funds: CDBG, HOME, Emergency Solutions (ESG), Homeless Prevention Program (HPP), and Transitional Housing Program (THP) funds. The goals and objectives developed for the plan were based on HUD's priorities to include housing, economic development and neighborhood revitalization. The Community Development Division within the City of Madison will administer the funds.
 
WHEREAS, the Department of Housing and Urban Development (HUD) requires that each participating jurisdiction submit an Annual Action Plan to receive federal funds; and
 
WHEREAS, the City of Madison will receive the HUD funding and follow the funding requirements; and
 
WHEREAS, the CDBG Committee held a public hearing on October 3rd to seek the advice of community and housing groups, stakeholders and service providers and developed the goals and objectives outlined in the plan; and
 
WHEREAS, the Community Development Division will carry out the goals and objectives in the plan to include housing, economic development and neighborhood revitalization activities;
 
NOW THEREFORE BE IT RESOLVED, that the Common Council hereby adopt the 2014 Action Plan and authorize the Mayor and Clerk to sign any agreements necessary to accept the Federal funds and enter into agreements needed to implement the plan goals and objectives.
