The City applied to the state Division of Housing on behalf of Homeless Services Consortium agencies for Emergency Solutions Grant funds (ESG), Transitional Housing Program funds (THP) and Homeless Prevention Program funds (HPP). Under Resolution #29110, the estimated award amount was $428,099. This amount was subsequently revised via Resolution #30146 to $444,373. This Resolution adjusts the award amount to $411,300 based on additional reductions to Emergency Shelter Grant (ESG) funds. This includes $7,234 available to the City for administration costs.

Body
The city of Madison worked closely with a group of community-based non-profit agencies that provide services and housing to homeless persons and those at risk of becoming homeless. This cooperation involves City sponsorship and administration of an annual application to the State of Wisconsin for federal and state funds for various projects.

The Division of Housing determines awards based on a formula using data from monthly homeless census counts, poverty data, unemployment data, and population data. Dane County was originally awarded $428,099, increased to $444,373 with an amendment approved 6/18/13 as resolution #30146 after being notified of additional Transitional Housing Program funds. The city was notified by the state of a HUD reduction in Emergency Solutions Grant (ESG) funds on 6/17/13. Proposed projects eligible for ESG funding were reduced 12% to accommodate the reduction.
