Requesting the Community Development Division provide a report on the Green Madison program and options for continuation of such program by September 3, 2013.
Body
WHEREAS, since being awarded a U.S. Department of Energy Better Buildings grant in 2010, the Green Madison Program has made tremendous progress towards its working target of completing 400 residential and 60-70 commercial projects; and

WHEREAS, to date, the program has completed 343 residential projects, has 48 residential projects under construction and 114 residential projects in process; and

WHEREAS, residential savings through the first quarter of 2013 were 51,174.92 kWh, 66,217.15 Therm and $3,491.71 in heating oil; and

WHEREAS, to date, the program has completed 28 commercial projects and has 28 commercial projects in process; and

WHEREAS, commercial savings through the first quarter of 2013 were 575,496 kWh, 10,068.40 Therm and $68,264.68 in heating oil; and

WHEREAS, Green Madison has signed up 41 residential and 34 commercial contractors; and

WHEREAS, in 2013, Green Madison has:
· Added a new track for low-income residents, which rebates up to 100% of the retrofit cost;
· Added a new track for residents whose homes achieves less than 15% energy reduction;
· Closed the general business track for large commercial projects;
· Expanded outreach to African American and Latino homeowners through a partnership with Madison Gas & Electric called “The New Green Challenge”;
· Expanded outreach to low-income Hmong homeowners through internal City staff, utilizing the Deferred Payment Loan Program through the City;
· Introduced energy efficiency programming to after-school science clubs in collaboration with the UW Center for Biology; and

WHEREAS, the Better Building grant ends on September 30, 2013;

NOW, THEREFORE, BE IT RESOLVED that the Common Council requests...
