Body
The City is proposing to reconstruct East Johnson Street from North Butler Street to North Baldwin Street in 2014. The city retained Strand & Associates to study the effects of changing East Johnson & East Gorham Streets to two way streets. The consultant’s services included modifying the regional model to identify alternate routes, and model specific intersections determine the affects of the traffic diversions.

The study included analysis on four different design scenarios.
1. Maintain One-Way Operation
2. Full Two-way Conversion from Wisconsin Avenue to Baldwin Street.
3. Two-Way operation east of Blair Street with peak hour parking restrictions inbound and outbound on East Johnson Street
4. Two-Way operation east of Blair Street with peak hour parking restrictions inbound on East Gorham Street and outbound on East Johnson Street.

An online survey and two public information meetings were held to obtain public input.

The four design scenarios were analyzed using travel demand modeling and traffic operations modeling. The scenarios were compared/analyzed with respect to:

1. Bike Conditions
2. Pedestrian Crossings
3. Transit
4. Parking
5. Business Accessibility
6. Maintain Trees
7. Improve Aesthetics
8. Motor Vehicle Operations / Congestion
9. Traffic Diversion
10. Safety
11. Cost

Based upon the findings of the study, the study team recommends scenario 1 (Maintain One-Way Operation) should be moved forward into design as it best balances the multiple goals that have been identified as most important to a successful 2014 reconstruction project on East Johnso...
