DRAFTER'S ANALYSIS:   Chapter 2 of the Madison General Ordinances adopts rules for the conduct of meetings of the Common Council.  The City's Code of Ethics, Sec. 3.35, MGO, and other City ordinances and state laws may regulate activities of alderpersons.  But gaps exist in the application of other rules of conduct that may apply to City employees but not to alderpersons (e.g., some Mayoral Administrative Procedure Memoranda).  This ordinance allows the Council to adopt, by subsequent resolution, rules of conduct for alderpersons that may include the application of Mayoral APM to alders.

The Common Council of the City of Madison do hereby ordain as follows:
Section 2.37 entitled "Rules of Conduct" of the Madison General Ordinances is created to read as follows:
"2.37      RULES OF CONDUCT.
In addition to any other rules of conduct applicable to alderpersons, the Common Council may, by resolution, adopt and amend rules of conduct for alderpersons, including the application of Mayoral Administrative Procedure Memoranda to alderpersons."
