The proposed Resolution authorizes the Community Development Division to accept a 2019 Continuum of Care (CoC) grant from the U.S. Department of Housing and Urban Development (HUD). The total grant award is $107,086. Funding from the grant is used to fund personnel costs associated with the Dane County/City of Madison Continuum of Care Coordinator position housed within the Community Development Division. The 2020 Adopted budget includes $105,000 in appropriations for this grant, the difference between the appropriated amount and actual grant award will be offset through prior year unused appropriation within the CDD Grant Fund.

Background
As part of the local Continuum of Care's federal application cycle, the City of Madison annually submits an application to the U.S. Department of Housing and Urban Development (HUD) for funds to hire and support a Dane County/Madison Continuum of Care Coordinator. The primary goal of the position is to support implementation of community-wide processes to manage and coordinate the efforts of local homeless providers and related organizations working to meet the goals of preventing and ending homelessness in Dane County/Madison, Wisconsin. The Community Development Division hired a CoC Coordinator in February 2017, and has received funding to support the position since the initial award. The position's continuance is dependent upon the annual renewal of this HUD funding.
