Fiscal Note
The 2020 capital budget includes $160,000 to conduct studies associated with Complete Streets Implementation (MUNIS Project 12776). This funding was included through the 2020 Executive Budget and the study was outlined in Budget Amendment #12 adopted by the Common Council. The proposed resolution will authorize $160,000 for a Madison in Motion: Complete Streets Implementation Study.
Title
A RESOLUTION authorizing the Mayor and City Clerk to enter into an 18-month competitively selected service contract with Toole Design for Complete Streets consulting services.
Body
WHEREAS, Department of Transportation requires consulting services in order to develop a Complete and Green Streets policy; and
WHEREAS, Department of Transportation worked with the Purchasing Division to issue RFP #8944-0-2020-BG to solicit proposals for such services, and received 4 proposals; and
WHEREAS, an evaluation team consisting of Purchasing and relevant Department staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and Toole Design was selected through this process; and
WHEREAS, to complete the consulting work, an 18-month contract is required, and Toole Design proposed a contract price not to exceed $160,000 to perform a study and prepare a report and accomplish all of the other deliverables required by RFP #8944-0-2020-BG; and
WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a contract with Toole Design for the purposes and at the price described above, for a term of 18 months.
